INVITATION FOR PROPOSALS
ENGINEERING SERVICES FOR
WATER SYSTEM IMPROVEMENTS, PHASE III ENGINEERING
Sealed proposals, in duplicate, addressed to the Director of Procurement, and marked “Proposals for Water System Improvements, Phase III Engineering†will be received at the office of the Director of Procurement, City of Havre de Grace, 711 Pennington Avenue, Havre de Grace, Maryland 21078, until 2:00 pm local time on March 19, 2010.
The work to be performed under this contract includes, but is not limited to, preparing a specification and proposal package for the cleaning and cement mortar lining of eight blocks of twelve inch, three blocks of eight inch and four inch water mains. This work will also include the replacement of valves and temporary water services. The engineer will need to field verify valve sizes and locations and list as bid item alternatives for replacement as needed.
A pre-proposal meeting will be held on February 25, 2010 at 11:00 am at City of Havre de Grace, City Hall, 711 Pennington Avenue, Havre de Grace, MD 21078.
Maps of the system and previous proposal packages may be examined in the office of the City of Havre de Grace, 711 Pennington Avenue, Havre de Grace, Maryland 21078, Monday through Friday from 9:00 am until 3:00 pm.

NOTICE OF REQUIREMENT FOR CERTIFICATION OF NONSECREAGATED FACIITIES Proposals and Offerors are cautioned as follows: By signing this Proposal or Offer, the Proposal or Offeror will be deemed to have signed and greed to the provision of the “Certification of Nonsegregated Facilities†for this solicitation. The certification provides that the Proposal or Offeror does not maintain or provide for his employees facilities which are segregated on a basis of race, creed, color, or national origin, whether such facilities are segregated by directive or on a de facto basis. The certification also provides that he will not maintain such segregated facilities. Failure of a Proposal of Offeror to agree to the Certification of Nonsegregated Facilities will render his Proposal or Offer non-responsive to the terms of solicitation involving awards of contracts exceeding $10,000 which are not exempt from the provision of the Equal Opportunity clause.
The City of Havre de Grace:
A. Reserves the right to reject the bid of any Bidder who fails to furnish promptly and properly all the required information.
B. Reserves the right to verify the qualification of all bidders. Such qualification may serve as the basis for acceptance or rejection of bids.
C. Reserves the right in its discretion to reject any and all bids, or to accept any bid in the best interest of the City of Havre de Grace. A low bid is not guaranteed to be the awarded bid.
D. The City of Havre de Grace Procurement Policy is available for review at City Hall, 711 Pennington Avenue, Havre de Grace, MD 21078 between the hours of 9 a.m. and 3 p.m., Monday through Friday.
