Department of Administration

Provide efficient responsible management of funds, resources and personnel to ensure the prompt delivery of quality service.

Department of Public Works

Design, build and maintain adequate infrastructure. Provide prompt, efficient services to include the manufacture and delivery of quality drinking water, and the treatment of wastewater.

Department of Finance

Provide a centralized financial management function to assure fiscal control and judicious use of the City’s financial resources. The Department of Finance is responsible for the timely and accurate recording of all the City’s financial transactions in accordance with generally accepted accounting practices.

Police Department 

The fundamental mission of the Havre de Grace Police Department is to protect life and property and enforce the law in a fair and impartial manner. Economic Development

The Department of Economic Development, under the Direction of the Mayor of Havre de Grace, is responsible for:

  • All matters related to the advancement or promotion of economic development in the City of Havre de Grace
  • Maintaining liaisons with state and county elected officials and agencies involved with economic development activities and any related federal officials or agencies, including but not limited to contacts with Aberdeen Proving Ground;
  • Developing policies and programs to advance and promote private and public economic development opportunities in the City pertaining to industry, manufacturing, commerce, retail, banking, tourism, professional services, art, recreation, education and the available natural resources of the Susquehanna River and the Chesapeake Bay;
  • Maintaining the liaisons with various commissions and committee within the City, {AND WITHIN HARFORD COUNTY AND STATE OF MARYLAND} including but not limited to:
    • HAVRE DE GRACE ALLIANCE
    • The RAD Loan Committee
    • The Economic Development Advisory Board
    • The Tourism Advisory Board
    • Havre de Grace Chamber of Commerce
    • Harford County Chamber of Commerce
    • Harford County Office of Economic Development

  • Developing and implementing short- and long-range plans for economic development in the City
  • Managing the daily operations and staff of the Department of Economic Development, which shall draft, promote and manage all public and private grants related to economic development in the City and prepare and maintain a departmental budget
