Boards & Commissions


The City of Havre de Grace has a number of Boards and Commissions that support the City and its residents in a number of ways. If you would like to be a working member of one the boards or commissions you may submit an application to City Hall, 711 Pennington Ave., Havre de Grace, MD 21078 or call (410) 939-1800.

Members are appointed by the Mayor and confirmed by the City Council.

ARTS COMMISSION

Mission: Coordinate, promote and support performing and fine arts events within the City.

Number of Members: No less than eleven (11) members and no more than twenty (20) members.

Term: Staggered one (1) and two (2) year terms with consecutive term being two (2) years.

RAD - - LOAN APPLICATION REVIEW COMMISSION

Mission: Provide informed recommendations on loan applications submitted under the City's "gap" financing R.A.D. Revolving Loan Fund Program to the Mayor and City Council, who make the final approval on the loan requests.

Number of Members: Five (5) Members.

Term: The RAD Loan Committee Members will serve a three (3) year term with eligibility for reappointment. Members are required to be sworn-in. Consists of: At least two (2) banking professionals, one (1) accountant/CPA, one (1) resident of Havre de Grace and one (1) business owner/professional. At least one (1) member from the Department of Economic Development will have an "Ex-Officio" position on the Committee with no voting power. Additionally, the City Attorney and an appointed Council member will serve on the RAD Committee as "Ex-Officios" with no voting power. The Council member's term will coincide with is/her term in office. (Resolution # 2008-03)

Mission: To promote and protect the beauty, public health, safety and general welfare of the City by providing for the regulations of the planting, maintenance and removal of trees, shrubs and other plants within the City.

WATER AND SEWER COMMISSION

Mission: (Based on Ordinance #910) - Purpose is to provide Mayor and City Council with recommendations regarding: A. Strategic direction of this enterprise fund; B.Capital project and rate structure coordination; C. Budgeting considerations and timing of implementation; D. Establishing and monitoring operational goals and objectives; and
E.Rates and charges related to ordinances which apply to users and potential users of the public water/sewer system.
F. Review all requests made to the City for reduction or waiver of any capitol cost recovery fees amd make recommendation to the Mayor and City Council concerning same.

Number of Members: The Commission shall consist of seven (7) voting, one (1) non-voting member, and one (1) member, the chairperson, who shall have voting rights only in the event of a tie vote. Seven (7) members include: four (4) of the public who are customers of water and sewer system; At least three (3) of whom shall be citizens of the City. These Members shall each have voting privileges and possess or have demonstrated specific knowledge or professional or academic training in fields such as engineering, water/sewer system operations, management, business or other related field. At least one (1) of the citizen Memers should have professional or academic credentials in one (1) or more of the above-listed fields.

Term: The Mayor, with the advice and consent of the City Council, shall appoint all citizen Members pursuant to the qualifications listed for such Members. The initial appointment for these Members shall be in the form of staggered terms in that one (1) shall be appointed to a term of three (3) years, one (1) appointed for a term of two (2) ears and one (1) appointed for a term of one (1) year. After the initial appointment of the Commission, Members shall serve three (3) year terms with the capacity for reappointment.

When we meet: A.Commission shall meet in January of each year and shall hold subsequent meetings as needed to accomplish the purpose set forth in Section 2 of this Ordinance as it relates to recommendations to the Mayor and City Council. These recommendations shall be delivered to the Mayor and City Council prior to the first regularly scheduled City Council meeting in March of each year.
B. The Commission shall meet in July of each year and hold subsequent meetings as needed to review the revenue and expense experience of the fiscal year just completed. "The Commission shall report its findings to the Mayor and City Council regarding items in Section 2 of this Ordinance. A report outlining any concerns, recommendations or concurrence with the noted items shall be delivered to the Mayor and City Council prior to the end of the calendar year.

MARINA COMMISSION

Mission: Per Ordinance #921: The purpose of the Marina Commission is to provide the Mayor and City Council with recommendations regarding A.) Strategic direction of this enterprise fund B.) Capitol project and rate structure coordination C.) Budgeting considerations and timing of implementation D.) Establishing and monitering operational goals and objectives E.) Rates and charges related to Ordinances which apply to users and potential users of the Yacht/Basin Marina and other City owned or operated docking and launching facilities.

Number of Members: Five members of the public; four of whom are customers of the Yacht Basin/Marina, of which at least two of whom shall be citizens of the City of Havre de Grace and one member of the business community who is not a customer of the Yacht Basin/Marina.

Term: The initial appointment for these members shall be in a form of staggered terms in that two shall be appointed to a term of three years, two appointed for a term of two years and one appointed for a term of one year. AFter the initial appointment to the Commission, members shall serve three year terms, with the capacity for reappointment.
